well in European rules 1) he was not mooving, jumping, he was just standing on ground so he made two unnecessary steps after receiving ball = traweling
I totaly agree, that it is not violation of rules when you move into the pass and after ball catch put your legs on ground and stop 2) player must realease ball before lifting pivot foot.
